The No Child Left Behind (NCLB) Act requires each local education agency (LEA) to publicly report progress of the LEA and its campuses toward meeting highly qualified (HQ) teacher requirements, as defined by the state's measurable HQ teacher objectives. The LEA compares its data to state annual targets to determine progress, and must report both campus and LEA data against those targets.
