Created by the Texas Legislature as part of House Bill 3, the TIA program was established to help attract and retain highly effective teachers at traditionally hard-to-staff schools by providing salary increases for educators who prioritize teaching in high-needs areas and rural district campuses. Teachers receiving the allotment are designated as Master, Exemplary, or Recognized, based on teacher observation and student growth data. Payout amounts vary by designation level and the socioeconomic level of the students they teach.
